    Description: I noticed while looking into ACCUMULO-2172 that log recovery compares minc start events to tablets files using absolute paths.  This could cause problems for upgrade (walogs will have relative paths) and in the case where configuration is changed.   Also saw this being done in ACCUMULO-2110.
