A couple of JIRAs

Hi bigtop !

Just updated a couple of patches need some love :)  anyone want to take a
look?

1) Mahout updates (fixed urls, modularized downloads for easier debugging,
and integer param for number of factorizer iterations for faster smoke
tests).

2) Alot of README updates (made it a README.md file so it looks pretty on
github, also tried to explain the package structure  alittle more so that
bigtop isnt as intimidating to newcomers).
