Please expand the description of this ticket. What do you feel is missing? I often use my IDE to run Accumulo and did not need any particular procedures to get started. Just add the dependency to a pom.xml file and start coding. If you want to run Accumulo in-process, you can use the various test techniques (MockAccumulo, Instamo, etc...).
