This sounds like a problem with setting up your environment rather than a bug
in Xerces. The methods used for loading classes during compilation and at
runtime are described here:
http://java.sun.com/j2se/1.3/docs/tooldocs/findingclasses.html
You should probably be able to find answers to your question there.
This report is more of a user question than a bug report. A more appropriate
place to send such questions is to the xerces-j-user list
(http://xml.apache.org/mail.html#xerces-j-user). You're more likely to get
quicker answers to user related questions there.
