Apollo allows some IP address based access control via SocketAddressLoginModule but, AFAIK, it does not treat the sender IP address as a normal credential that can, for instance, be used in ACLs (access_rule's principal_kind) or STOMP (stomp's add_user_header).

Please consider treating the sender IP address as a normal credential, both for the TCP and UDP connectors.
