[PR] Upgrade to use golang v1.23 [kvrocks-controller]

Update all deps and Ci to use latest stable golang v1.23
- Change build image at Dockerfile
- Update all deps at go.mod file
- Change go version at golangci.yml
- Change CI config to use go 1.23
