First part of integration system views with sql engine is a support them in planner. 

A few things to keep in mind:
* system views are not updatable -- attempt to execute DML over system view must result in validation error.
* cluster views and node views have different distribution function -- every type of view must be covered with decent set of tests, including tests on colocation-related algorithms
