> {{flink-streaming-java}} depends on Scala through {{flink-clients}}, {{flink-runtime}}, and {{flink-testing-utils}}. We should get rid of the Scala dependency just like we did for {{flink-java}}. Integration tests and utilities which depend on Scala should be moved to {{flink-tests}}.
