New Tomcat user

I downloaded tomcat 4.1.27 and unzipped it to the directory as instructed. 
 I aslo set the enviroment variables but I keep getting this msg:

C:\>%CATALINA_HOME%\bin\startup
Using CATALINA_BASE:   c:\jakarta-tomcat-4.1.27
Using CATALINA_HOME:   c:\jakarta-tomcat-4.1.27
Using CATALINA_TMPDIR: c:\jakarta-tomcat-4.1.27\temp
Using JAVA_HOME:       c:\jdk1.2.2
The system cannot find the file 
-Djava.endorsed.dirs=c:\jakarta-tomcat-4.1.27\co
mmon\endorsed.

Are there any other setup parameters that I may be missing??

Well, does the directory c:\jakarta-tomcat-4.1.27\common\endorsed exist? 
It should have a couple jar files in it.
