   Actually the obvious circular reference can be detected by the airflow itself if the DAG owner uses the public interface of airflow. If not, this is happening. Here is the prior discussion: https://github.com/apache/airflow/discussions/39643.

   Currently, we only encounter this case. IF there will be any other failure case, we can add it in the future
