[M2] JDK tools.jar dependency

Hi all,

I would like to know what is the *cleanest* way, if any, to add 
tools.jar library (from the JDK/lib) as a dependency of my project ?
I cannot find it in the m2 repository and I would prefer not to add it 
in a local repository.
