Take an example of a casual laborer who lives from hand to mouth. They open an account and are kept in a certain KYC Tier standard for example, no proof of residence

If we set the maximum deposit in a month at 5,000 
if they get deposits more than this amount, the account is frozen. until a due diligence is done to unfreeze the account or upgrade the customer
