Logging best practices?

I'm using Log4J behind Commons-Logging, and everything is working fine, but
I find myself with a bunch of log.debug() statements and not much else. Is
there a discussion anywhere of what kinds of things you would log.info() or
log.warn() for rather than log.debug()?

I'm not far removed from System.out.println() for debugging, and I'm having
trouble applying the different logging levels to my Servlet/JSP/Struts
webapp in a way that when I deploy it to the live system and turn the
logging level down from debug, I will still get enough information to be
useful, but not so much that it's overwhelming.

Googling on 'logging best practices' just turned up a bunch of "You should
use logging, here's how" articles, but not much on the "theory" side of it.
