We are aware that the whimsy VM has issues with ldap2-us-west, we're not debating that. 
But WE cannot reproduce that error elsewhere, which leads us to think it's "force majeure", peering issues or some such.
All our LDAP checks report no errors and we don't have any issues with other services that use this LDAP server.

Thus, we have closed it as 'cannot reproduce'.
