That would be because until a week ago we didn't have one. We now do,
thanks almost entirely to the CouchDB folks.

Many projects are adopting a CoC inc Apache projects like Couch [1]. An
overall foundation CoC is a great idea.

I would recommend that this is not a legal discussion; for it to be
successful it has to have buy-in from across the project. Of course, the
legal list could adopt its own CoC as a role model/experiment, but my
observation is that this sub-group is pretty calm/polite and doesn't really
need much of a CoC.
