[PR] HBASE-30454 BucketCache persistence recovery downgrades MULTI blocks to SINGLE [hbase]

BucketProtoUtils.fromPB restored a persisted entry's priority as a boolean "is MEMORY", so MULTI entries came back as SINGLE after recovery. It now restores the persisted BlockPriority, mirroring toPB.
