Menu in Struts tiles

Hi all,
I am using struts tiles in my web app.
can any one suggest me to build the menu in tiles purely using java code?

Read the properties file during application initialization and create a list in application scope. In the menu tile iterate over this list and create the menu items.

Meaning what, you want the menu items to come from a database? Be held 
in beans used by the tiles?
