It looks like docs build takes longer and longer. we need to fix
it eventually but for now the docs build started to fail because
the docs build takes > 45 minutes allocated for it.
Example here: https://github.com/apache/airflow/runs/1990835562?check_suite_focus=true
This increases the timeout to 80 minutes.

The PR most likely needs to run full matrix of tests because it modifies parts of the core of Airflow. However, committers might decide to merge it quickly and take the risk. If they don't merge it quickly - please rebase it to the latest master at your convenience, or amend the last commit of the PR, and push it with --force-with-lease.
