[VOTE] Release Apache Qpid proton-dotnet 1.0.0-M2

Hi folks,

I have put together a release candidate for a 1.0.0-M2 Qpid 
proton-dotnet release,
please give it a test out and vote accordingly.

The source and binary archives can be grabbed from:
https://dist.apache.org/repos/dist/dev/qpid/proton-dotnet/1.0.0-M2-rc1/

The JIRAs assigned are:
https://issues.apache.org/jira/secure/ReleaseNote.jspa?projectId=12313720&version=12351831

* Verified source license headers with apache rat tool
* Built from source and run the tests
* Ran the examples against ActiveMQ Artemis latest
* Ran the examples against ActiveMQ 5 latest

I checked things over as follows:
- Verified the signature + checksum files.
- Checked for LICENCE + NOTICE files in the archives.
- Used "mvn apache-rat:check" to verify headers in the source archive.
- Ran the source build and tests in container using "./build.sh
podman-test", all passed.

Downloaded the M2 source tar and checked the sha512sum

Built an alpine based image using docker/Dockerfile

Ran the image and executed “bash ./docker/run-tests.sh” on the extracted M2
source archive.

All tests passed.
