Change the behavior of CheckingObjectOutputStream

Hi devs,

With https://issues.apache.org/jira/browse/WICKET-6334 I've changed the
behavior
of org.apache.wicket.core.util.objects.checker.CheckingObjectOutputStream.
Now it makes the checks only if the root object is a Page (IManageablePage
actually).

Since this is a behavior change I do not plan to backport it to 7.x!

Please review the bug report, my analysis and solution, and raise your
voice if your don't agree.

I'll document it in the migration guide once it is approved.
