Trying to use substring in freemarker, but only supported since 2.3.7:

An update to the freemarker.jar 2.3.8 fixes it for me and nothing else is broken from what I can see so far.
Seems silly for me to load jar to this jira issue when it can be pulled direct from source at freemarker so here is the link:

I think it's a good idea and I'm going to test it too.
One doubt I have is about a small license issue: do we need to add a notice to the NOTICE file for it?
