[jira] [Created] (OODT-332) Add a skeletal application template to the balance component

Add a skeletal application template to the balance component
------------------------------------------------------------

                 Key: OODT-332
                 URL: https://issues.apache.org/jira/browse/OODT-332
             Project: OODT
          Issue Type: Improvement
          Components: balance
    Affects Versions: 0.3
         Environment: n/a
            Reporter: Andrew Hart
            Assignee: Andrew Hart
             Fix For: 0.4

The OODT Balance library was added in 0.3, and it would be helpful to provide a skeletal application template that users can install to quickly establish a starting point for further development. Primarily a directory structure, this skeletal template should also provide an initial configuration file with sane defaults that users can customize to suit.
