HTTP connector running out of processors under heavy load

Summary: HTTP connector running out of processors under heavy
                    load
           Product: Tomcat 4
           Version: 4.0.2 Beta 1
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Major
          Priority: Other
         Component: HTTP/1.1 Connector
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: remm@apache.org

The conditions to reproduce this are not very clear, but it seems that under
heavy load Tomcat can start creating new processors and eventually runs out of
available processors. This happens with a concurrency level of about 50 which
is under the maximum allowed numbers of processors.
