As discussed in [this comment|https://issues.apache.org/jira/browse/MAPREDUCE-6415?focusedCommentId=14636027&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-14636027], it would be useful to have a monotonically increasing and independent ID of some kind that is unique per shell in the distributed shell program.

We can do that by adding a SHELL_ID env var.
