   Concretely, you need to add to https://github.com/apache/arrow-adbc/blob/main/.github/workflows/packaging.yml
   
   Then you need a script like https://github.com/apache/arrow-adbc/blob/main/dev/release/post-03-python.sh
   
   You may want to add a step to https://github.com/apache/arrow-adbc/blob/main/dev/release/verify-release-candidate.sh (in that case, you may need another script to upload a nuget prerelease for the verification script to use)
