@Andrew Grieve, is there any progress in adding support for these offline installs?

In regards to the linked issue, when you build cordova from apache distro, does the package have everything aboard to start creating projects immediately?

I mean if you do a normal npm install, then cordova again needs to download a buch of dependancies on creating the first project, such as an android platform library and the /www/ folder. Therefore creating your first project does not succeed without having an internet connection.
