[PATCH] adding testing support for a new jvm version

Hi,

The attached patch adds support to the test harness for a next version 
of the jvm that comes with IBM's Websphere Client Technology (Micro 
Edition).

This is accomplished through a new class (j9_22) in the 
org.apache.derbyTesting.functionTests.harness package.
I made some additional changes to
1. enable running with the older version and still have no failures with 
either
2. prepare for more general support of having the client & server for 
the networkserver run in a different jvm.
