[ANNOUNCE] 7.0.0 Docker Image is Available

Hi all:
I just push Apache SkyWalking 7.0.0 docker images to the DockerHub. These
images are as follows:

 * https://cloud.docker.com/u/skywalking/repository/docker/skywalking/ui

 * https://cloud.docker.com/u/skywalking/repository/docker/skywalking/oap

There are some new changes for oap image:
 * Drop environment variable "SW_L0AD_CONFIG_FILE_FROM_VOLUME"
 * Add  "/skywalking/ext-config" folder to add or override config files.
 * Add "/skywalking/ext-libs" folder to load new jars into the Classpath of
OAP.

image repo.
