On the receiving side, Dispatch must receive into fixed size buffers and once these buffers are full, stop receiving and start receiving only when the buffers are half drained

On the sending side, pn_link_send() must only be called after checking pn_session_outgoing_bytes (number of bytes currently buffered and ready to go out)
