When Open Office instaled "Only for me" mode
there is no "OpenOffice Service Manager (Ver 1.0)" in DCOM config.

Sounds like a privilege issue with Windows.
The Service Manager must be properly registered in the system registry.
See the documentation (DevGuide) about it.
An installation for user only must not have sufficient rights to do it.
