Add if and unless attributes to the echo task

echo is often used to inform the user about presence/absence of optional
libraries and similar conditions in the build process. This is currently done by
using one target, conditioned to the appropriate property, for each message, as
in this example:

libraries." unless="assuming.libs.present">
    <available classname="com.sun.net.ssl.internal.ssl.Provider"

    </available>
  </target>

Having if & unless attributes on the echo target (with the obvious semantics)
would greatly simplify this.
