IO and XTags added to CVS

I've added both the IO and the XTags libraries to CVS and updated the main
build and docs to link to them.
I'll be improving the documentation, particularly for XTags, over the next
few days.
I hope I haven't broken the overnight build - they both build on my setup at
least ;-)
