[VOTE] Release Apache SeaTunnel Shade 3.0.0 (RC2)

Hi,

I'm happy to propose Apache SeaTunnel Shade 3.0.0 (RC2) for your review and approval.

This vote cancels and replaces the previous RC1 (RELEASE_NOTES URL was incorrect).

I verified the RC artifacts and found the following blocking issues:

1. The source release archive does not contain LICENSE or NOTICE at the
root level.

2. The bundled mvnw script uses CRLF line endings and cannot be executed on
Unix/macOS:
   ./mvnw: bad interpreter: /bin/sh^M: no such file or directory

3. Some source files are missing ASF license headers, for example:
   - seatunnel-shade-calcite/pom.xml
   - seatunnel-shade-commons-lang3/pom.xml

The SHA512 and GPG signature are valid!
