Having trouble building docs under Win2K

Hi, folks.
	I'm trying to build the xerces docs under Windows 2000. I have
installed cygwin (which seems to install only a bunch of .zip files?), but
when I run 'make docs apidocs' I get message "No rule to make target
`src/classfiles_updated' ". The xerces source includes no such path? Any
ideas what I'm doing wrong?
