{{FileSystem.createFileSystem()}} uses {{ReflectionUtils()}} to instantiate a class -which converts all instantiation-related problems to {{RuntimeException}}.

It would be better to
# Catch these in {{FileSystem.createFileSystem()}} and convert to an IOE with some useful message, such as {{"Could not create a FS instance for hdfs://... and class org.apache.hadoop.fs.hdfs.DfsClient : ClassNotFoundException}}.
# Maybe even allow for a conf option for filesystem implementations to provide an actionable message, such as "make sure that hadoop-hdfs is on the classpath"
