[PATCH] Make getDateHeader Thread-safe TC3.3B2

    These should satisfy Larry's item #7.  I've simply added synchronized
blocks to DateTool.formatOldCookie, since I'm fairly certain that there
currently is no path to these functions (so it can't hurt anything).
