[Bug 64222] Getting User from SSO using SPNEGO returns Tomcat Linux user instead of Windows user above Tomcat9.0.8

That SPNEGO authentication implementation is not provided by the Apache Tomcat
project. You should seek help from the provider of that library.

I'll note that the Tomcat provided SPNEGO implementation is known to work with
correct configuration.
