new sandbox components
What is our current policy on that? Any committer can
request karma, then start one? Hence, any Commons
committer, already having karma, can simply start one?
Or is a proposal needed?

Rules say anyone can simply start one.
Community meme is closer to:
* Send a proposal to the list.
* Listen to any ideas/objections/enthusiasm/cynicism.
* Start component.
