   When users use mqadmin command,they will meet ACL Exception if they don't copy the tool.yml to the user's fold related to enviroment variable setting.
   
   - What did you expect to see?
   If user don't copy the tools.yml file to users' fold and ACLEnable flag is closed,they can user mqadmin command normally.
   
   - What did you see instead?
   As result,user can't use the mqadmin command correctly if condition sets up above.
   
   2. Please tell us about your environment:
   I use the 4.4.0 release version of rocketmq in my local enviroment.
