### Motivation
For troubleshooting bookkeeper disk usage issues, having a tool to list the ledgers that are still alive in the entry log file is super useful.
### Changes
* Add method getActiveLedgers on Bookie
* Add ActiveLedgerInfoCommand on BookieShell
and so on
