[Tips] IntelliJ Setup for Impala Development

Hi,

I added a new document for IntelliJ Setup for Impala Development. I think
front-end debugging using IDE tool is more intuitive than console debugging
using gdb, pdb or jdb. I hope the document will help contributors to
participate in the development. Please feel free to modify or comment on
