In [build #1332|https://builds.apache.org/job/PreCommit-HADOOP-Build/1332/], Jenkins failed to downland the patch.  The patch file shown in Build Artifacts had zero byte.  However, Jenkins did not detect the download failure.  It still gave [+1 on all the test items except "tests include"|https://issues.apache.org/jira/browse/HADOOP-8239?focusedCommentId=13438280&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-13438280].
