It looks like this was done intentionally:

Looking at the [commit|https://github.com/apache/mesos/commit/270b7594c8eb3dd0d4db8461c3ee1108fa16b45d] and the code, it's not clear to me why this check was introduced since it is not being done in the other controllers.
