[I] Package name on Swift Package Index [arrow-swift]

### Describe the enhancement requested
Currently, we use `ArrowSwift` for package name: https://github.com/apache/arrow-swift/blob/12d928f4d8d51aeb7355d946b8d3d7edaf465fff/Package.swift#L24
Should we use it for package name on Swift Package Index?
I feel that including "Swift" is strange because it's redundant in Swift Package Index.
Can we use `Arrow` instead of `ArrowSwift` or should we use `ArrowSwift`?

+1 to not having "Swift" in the published package name. I do see that there's already an Arrow package at https://swiftpackageindex.com/freshOS/Arrow. Are packages namespaced? If they are, +1 to Arrow.
