ConfigureAndWatch

We had talked about putting the configureAndWatch in the
ServletContextListener's contextInitialized method. 

However, we ony have iplanet 6.0 and that capability is available in
6.1.
I have been looking at the iplanet 6.0 capabilities and do not readily
see how this could be done. Any idea how this could be done?
