[LAZY CONSENSUS] Switch from `pre-commit` to `prek`

Hello everyone,

Hamilton currently uses the `pre-commit` library for running hooks. This
proposal follows a similar transition that was done in Apache Airflow, and
received very positive feedback (
https://lists.apache.org/thread/mb73g4rz56n5l0gjyzm9jzolnkkc6o5c).

Prek (https://github.com/j178/prek/) has various benefits like more active
development, more features and better performance. It should help the
project grow by allowing greater customization of hooks and allowing to
apply hooks in more development scenarios.

Best,
Iliya
