[I] Consolidate Python dependency files to pyproject.toml [sedona]

MrPowers opened a new issue, #2365:
URL: https://github.com/apache/sedona/issues/2365

This repo currently has `pyproject.toml`, `requirements-dev.txt` and `requirements-docs.txt` files.

This proposal is to migrate all the dependencies from `requirements-dev.txt` and `requirements-docs.txt` to the `pyproject.toml` file. That will make it possible to use package managers like `uv` with this project for localhost development. It would be a lot easier if I could run `uv run mkdocs build` for example.

Re-open it since the scope of this issue is larger than https://github.com/apache/sedona/pull/2393.

There's also a [Pipfile](https://github.com/apache/sedona/blob/master/python/Pipfile) for the actual Python code dependencies that I would really like to get rid of, since it forces users to use pipenv for python devopment.
