Patch (mostly stolen from the forbidden-api setup) switching to using {{<ivy:cachepath>}} to download the JFlex 1.5.0 jar from Maven Central and use it from there, rather than the previously required locally-built-from-source JFlex jar.

FYI, after the switch, I had to increase the JVM max mem in my {{ANT_OPTS}} environment variable from {{-Xmx1g}} to {{-Xmx1040m}} in order to get JFlex to generate {{UAX29URLEmailTokenizerImpl.java}} without OOMing.

Committing shortly.
