* This adds a module re-ordering bit after finding the modules that have changed.  current implementation is only for maven which also adds a 0 entry to the vote table to show how much time it took.

Note that YETUS-271 adds a similar type of hook for test plug-ins.  These two patches will need to be resolved depending upon which one gets committed first.
