Currently, Utilities.getPartitionDesc() creates a new PartitionDesc object which inturn creates new TableDesc object via Utilities.getTableDesc(part.getTable()) for every call. This value needs to be reused  so that we can avoid the expense of creating new Descriptor object wherever possible
